    Hundreds of people? Yeah, No. At best you're dealing with a couple dozen, and with the availability of housing now you stand a fairly decent chance of actually getting a plot, provided you aren't being selective with this process. A few worlds on NA would pretty much be the exception to the rule, which is more a factor of population that anything else, something that no iteration of housing they've had could resolve it. They would either need to rework housing or work it so that worlds have more dynamic distribution with their wards.

    I would change the lottery entry periods to be more frequent on that note, probably every 6 days. 2 Days on for bidding, 4 days off for results. This is about the only thing I would adjust

    So you would punish big fcs wanting to upgrade from a small/medium to a large ? You know this would favor multiowners and people in shell fcs right ?
