To be honest, this isn't as great an idea as you might think it is, especially on overly populated worlds.

As abysmal as the housing system is in this game, lottery is probably the best they've had it so far. We went from houses getting gobbled up in mere seconds (and accessible house selling/trading -- I mean more accessible than current), to obscene and unhealthy amounts of placard camping en-masse. To something that is pure random chance, giving absolutely everyone equal opportunity at gaining a plot.

Now I would make a specific change under their current system, in that only 1 bid per FC to be placed per plot to be permitted.

My personal recommendation would be to not hinge too much of your enjoyment under the current system. Go get an apartment, use that as needed, and then just continue to make bids in the interim, and keep your options open. Don't place too much prestige on a single, or set of plots. You've got better chances in them doing a housing system within Island Sanctuary than what they do in actually bothering to do a well designed system rework in the first place.
