How long must I wait for a GM to get back to me about a report?

This actually makes your story look worse. The shotcaller was disappointed by people not following. They personally didn't harass anyone. There was a toxic player telling others they suck (yellow) but it wasn't the shotcaller. However, the grey players are ALSO being toxic and rude as well, such as:

- Promoting lethargic gameplay behavior, which is against the ToS and explicitly called out by Yoshi P in a Lodestone post.
- Using swear words
- Promoting witch hunts by telling people to report them
- Making fun of them for being a "tryhard"

So really, you just demonstrated that toxic casualism is alive and well.
