Question regarding "certain" actions

I might not be reading enough wikis to get the appropriate answer I see, but is "flurry" and "second wind II" still obtainable? If so, how. Thanks

No you can't get them anymore ever since the action reforms in December.

But, Second wind is technically kind of still in the game.. Only difference is you get it as a trait instead of a new ability.. In other words, you get a buffed up SW.

That and Second Wind (and all other actions) scales with level now so there was no longer a need for a 2nd tier.
