Remove hard limits on bite percentage for moochable fish more than 1 expansion old

The next time fisher is reworked, probably around 7.0, please consider reworking how some of the bite/catch success rates work on the older Big Fish.

    I have 3200 gathering and 2700 perception.

And yet, the Ku'ers during today's Ruby Dragon window all decided they were allowed to escape my line. This is a fish that should only require about 1200 of each of those stats to cap. It's a fish from Stormblood. And yet fishers spend months, YEARS, trying to get Ruby Dragon, largely because Ku'er itself still has a about a 25% escape rate.

There is a hard cap on the catch rate for the Ku'er when it should either scale like any other fish seems to do, or straight up not have a cap at all.

Keep the main cap on Ruby Dragon itself - we're not asking you to just give us the fish!

But when you have a fish like Ku'er that itself is going to lead to a mooch chain, has ridiculous weather conditions such that it only spawns once a week (I took a late lunch today to be able to catch the window), AND you have level 90 fishers all having the stupid Ku'er escape their line on the first bite so they can't even complain about Ruby itself slipping..... it's just one layer too much, for a fish that is from two expansions ago, soon to be three.

Part of Ruby Dragon is the difficulty of Ku'er.

Besides that, all fish have some slip-rate attached to them, some more than others.

This has nothing to do with the fish being moochable, Big Fish just tend to naturally have a fixed catch/escape rate, for providing some consistent level of challenge.

Instead of just bumping up rates, i would at least tie an ability to that. But note that this is also a major part of fishing, so making things too easy will not help.

    But things i would consider:
    - (trait) Reduce the mooch2 cd duration on lower level fishing spots as a trait (and can even have multiple tiers on this reduction). More chances but at more GP consumed, still rng, cordials can be used to ensure all opportunities are used.
    - (ability) forced mooch. Allow a fish that normaly cannot be mooched to be mooched (2min CD, 300gp), fish must still be large here unless makeshift bait was used.
    - Alternative of idea 1: (trait) Each time you catch a fish, the mooch2 CD is reduced by 10s, 20s if large.

Both of these can affect older content. The first one is simply giving more opportunities, and by making it as a trait, doesnt require more actions. It also balances the gain out by comsuming more GP, which especialy for the hardest fish might still be consumed quickly. Its simple, but effective on that. The gain is small, but does help over time.

The other ability was with the intention of also working for the current content, and simply gives another mooch chance. And if there are multiple mooch results, this will enable both. This could even become a requirement for some extra hard to catch fish (nothing to mooch normaly, so this must be forced). It will be less efficient for the truly hard to catch fish. But if you are purely aiming for a single fish, this ability could be used to burn some spare GP. But this is going to be a very niche ability which i dont realy like. Maybe it has to be tied with another ability to provide some chaining (makeshift bait helps a bit, but it still is quiite niche then).

The 3rd idea is another way we could get mooch 2 to be used more often (its GP cost is to me a fair balance for its gain). But in this case instead of depending on fishing spot, it depends on catch rate. This then still allows some fishing areas to have a very low catch rate combined with a hard to catch fish. Its not going to help at all older content, but that isnt essential anyway. Even if it only affects 20% of those, it still a small gain there.

But whatever they do, it should not be overpowered, and new content should also try to get people to use such feature.

W..Wwhhyyy is your suggestion revolving around making Mooch 2 available more often? Between Makeshift Bait, Patience 2, and Mooch 2, you should kinda always at all times have constant mooching opportunity. I can't recall any time in recent memory seeing anyone complain that they simply couldn't mooch out, without also acknowledging it was a problem they caused by skill misuse.
