Sturggling to keep up FPS

I was looking at my ingame settings and noticed that the game is struggling to keep up fps on my pc. I believe i have rather tdecent hardware so not sure what can be causing this

These are my settings at the moment (taken from inside castrum fulminis duty unsynced alone before starting)

My pc is running:
AMD Ryzen 9 5950X 16-core 3.40GHz (barely reaching 20%)
128GB RAM (barely reeaching 16%)
NVIDIA GeForce RTX3090

2 monitors, each LG Ultra HD 3840x 2160 60Hz

seems roughly same result if i go full screen or borderless windowed

Connection speed is around 1Gbps

CPU utilization should be monitored PER CORE, not amalgamated (Most games only hit one or two cores, this is not reflected in an amalgamated percentage), RAM usage is irrelevant typically (You ARE in dual channel yes?). Check your GPU utilization, in this case it is likely the most important metric. Other than that the typical questions, drivers up to date? BIOS? What are your system power settings? GPU set to 'Prefer Max Performance' in NCP? Basically is there any reason your system would be in a power saving mode, limiting performance. FFXIV will run 60fps with max settings at 4k easily with that setup, assuming all else is in order.

(For tools to monitor these things, HWiNFO is the choice of most, Task Manager can do it but you need to go to the performance tab to get per core.)

Is your FPS capped or uncapped?

Could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.
