I wonder if we'll ever find out what these buildings are for. They might not exist in V2.

that silos been there since launch, bu never used. I don't think is ever mentioned why they're there
Are they buildings? They look like landed and locked up Juggernaughts to me.
The zone maps in the 2.0 concept PDFs call them "mako engines" or something to that effect (mako something, at least). Not sure if that's a finalized name.

Sounds fishy to me.
In that case, they can be allowed to stand as grandfather clauses in the zoning ordinances allow for this sort of thing. HOWEVER, this is a drake preservation and rehabilitation area. Any future construction must be approved by the Ul'dah city council. I've got my eyes on you, Imperials...
Theoretically.
That place is a Ceruleum mining operation. Remember that Ceruleum is the fuel of choice in Eorzea (even gridania uses it in their lanterns outside the city).
In fact, the map has 'Ceruleum Field' in Aeorzean script on it even!
I thought I remembered in one of the GC missions that Ul'dah has all the ceruleum (as a Lominsan, I was trying to steal it). So it would be safe to say that the mining operation is U'dahn rather than Garlean.
