Did you ever watch the 3 part NoClip documentary about FFXIV?
Hate to say it but it seems that it was the players who silently quit that impacted things the most. SE was placed in a position where they needed to save face and rescue the franchise's reputation after the game's obvious failure. They still came close to just letting it burn without rebuilding it.
Because you and other players were willing to keep giving SE money for the bad game so they had some revenue to work with, they were able to proceed with the attempt to rebuild it.
All the complaining did was confirm what needed to get fixed once the decision was made to try to save it.
Which is understandable. I felt that way about WoW for a while. I thought that adding my voice to all the others pointing out issues with the game would get things to change.
It didn't work while I was still subscribed except the one time all that feedback and criticism was backed up by a sea of subscription cancellations (the WoD flying fiasco). Blizzard went right back to not caring once they got enough players to change their minds about cancelling.
It took continued subscription losses over 3 more expansions (plus the success of Classic) to get Blizzard to start caring about all that feedback.
FFXIV isn't failing right now no matter how much some like to say it is. There are no massive financial and publicity disasters like 1.0 had. If it was in any danger, we'd be seeing them scrambling to get more player feedback on changes needed. They aren't.
That's what happens when people who don't like a product keep paying - they stop the trigger that forces a corporation into action from happening.
You don't need to be paying a subscription to give SE your feedback about the game. If some posters are correct and they're ignoring the EN forums, it's just a waste of your time.

You can call others lazy all you want. They won't care. Your opinion means nothing to them when they're trying to relax after a hard day at work, caring for their families, etc.
Look at what I posted above. I'm not saying "vote with your wallet" because I don't want you heard.
I want you to vote with your wallet so you do get heard. Corporations don't care until they get hit where it hurts - in their financials.
Being subbed is the best way to not get heard. They're getting your money and that's all they wanted from you in the first place.
Again, you don't have to be subbed for SE to see your feedback about the state of the game. You just need to be talking where they're actually looking.
