Good middle ground options. Make sure to check out comparison reviews for all 4070(ti) cards as some are actual stinkers (like critical lack of cooling on certain parts) and get the right Power Supply + Motherboard to suit your needs.I'll be having a new PC built too, probably in October when have enough savings to justify it. Need a new PC one way or another if am to continue playing FFXIV, as my current PC (which is over seven years old) won't meet the minimum CPU requirements.
Have decided on a 13th gen i7 and an RTX4070ti for mine. Which I'm aware will be overkill when the PC will be mostly used for FFXIV but I figure I may as well whilst I actually can.

Well, this is the full spec for the build:
Thermaltake H590 Case in Snow White
750W Corsair RMx Power supply
Intel Core i7-13700KF CPU
Asus Prime Z790—p Wi-Fi motherboard
32Gb Corsair Vengeance DDR5 in white (2 x 16Gb)
Deepcool All in one Water cooler in white
2 x 2TB M.2 SSD’s – Corsair MP600 PCIe 4.0 (one for the main operating system and one as a game drive)
MSI Nvidia RTX 4070 Ti
If all you play is FFXIV than why not just get a ps5? running at 4k with no fps drops in citys, where on my old pc, no matter how good of a cpu i had it would always drop fps in the main citys and you can see by reddit or youtube even the newer higher end cpu have drops, it's the game and it won't matter what cpu/gpu you get. you won't get away from the fps drops. The only two things i can think of why pick a pc over a console is, Pc's can do more than just game and you can use mods/addons. which when it comes to FFXIV addons are not okay under the TOS.

PS5 does drop frames though. Digital Foundry made a great video about it a while ago.
To just play XIV, I wouldn't even bother with NVIDIA honestly. An AMD 7000 series card will give you top performance in XIV at a lower cost. Same thing for the processor. A Ryzen 5 or 7 would be more than enough for just FFXIV. Get yourself a fast SSD though, that does make a huge difference for load times.

I play on ps5 and pc and have noticed fps drops as well on ps5 that i don't get on pc. I don't know why that person would care someone is buying a pc just for ff14 when maybe they want a multipurpose device for various other features as well.PS5 does drop frames though. i spent 6k on my laptop
Don't wanna hear about Laptops. I have a stack of 6 gaming laptops, including 2 Alienware, all in various states of disfunction. This is a replacement build for when my current laptop, starts billowing oily black smoke. This is my current configuration guess,

I will look into the 4070 gpu. I just want to be able to run FFXIV at max.

Not sure if 12600K is worth it. Either 12400F for cost-effective or going up to Ryzen 5800X3D (and 7800X3D, latest Intel i7 for bleeding edge performance).Don't wanna hear about Laptops. For GPU you can look for sales. RX 6950 XT can be really low and 7900 XT is also dropping to 6950 XT previous prices. That's better than RTX 4070 (although you should check thermals, reviews of given model as those are big GPUs that will generate a lot of heat). RTX 3000 can also see sales.

It also highly depends in which screen resolution you want to play. Is your goal to play the game in UHD/4K then you should consider to buy a RTX 4080/RTX 4090 or a Radeon 7900XTX.A RTX 4070 Ti gets serious trouble in 4K.
Cheers
