There is not shortage in supply and demand. It is only a created reality where Tanks and Healers are the most demanded, and they are absolutely the most easy to play. I can choose between any of them.
So what are you complaining about? Job difficulty, not high queue times?
If there are less of a role in queues than there are queues to be filled, that role is in need. Simple supply and demand concept. So if you see tanks or healers in need constantly, queue on a tank or healer, insta queues and bonus. EZ.
DPS is over populated, change the Jobs so there's equal amount of Tanks, Healers and DPS. /s

I've been noticing a gradual increase in one of the most elusive phenomena: DPS in need.
It's not uncommon for Alliance raids, but it's now becoming a fairly routine occurrence in pretty much every roulette.
Back to wow then, i suppose they solved this issue years ago right.
Oh wait, its the same problem in every MMO. Damn.
Atleast on Materia DC DPS in need is a common thing, because we have a large population of healer/tank mains in comparison to other DCs.
I always just queue as DPS to mitigate when you get (and this happened) smns who haven't unlocked bahamut/phoenix, SAMs who don't use their sen, or (my absolute favourite) 0 hypercharge mch. Incredibly rare events, but damn if I don't think about them whenever I go to queue.

You can give them advice, constructive criticism and they will still play like they have no hands. It's just type of player the game breeds when the standard gameplay has absolutely no difficulty to it.
