It triggers a re-press cooldown of 3 seconds for Skyshatter after using Sky High. So the moment a Dragoon soars up, you have at minimum 3 seconds to act, more if he delays it up to 5 seconds.

A similar action that can be activated after 1 second is Relentless Rush -> Terminal Trigger from Gunbreaker.

Yeah, meant to say a couple of seconds then went a second in the wrong direction. Still too quick for that though.
