    Enemy Behavior

The Warrior of Light especially in the later expansions is a badass. Shouldn't that Ex Machina status be acknowledged thematically?

Why don't ranged enemies run away? Or at least reposition between attacks? They're obviously squishy. If they did increased damage it'd make chasing them down important.

    Additionally,

I think some Quests, Dungeons, Fates, and the Open world should include [similar levelled, but low health] weak enemies that don't know not to pick a fight.

I'm sure plenty of people have that lizard brain and just want to absolutely wreck swaths of enemies with aoe. Challenging enemies can still be in there too, but at present EVERYTHING IS TANKY.

    Why?

Shouldn't the legendary strength of the Warrior of Light involve staggering strength? Let players see how far they have come. Throw in a few groups of fodder every so often.

Enemies 10 levels lower than us already don't aggro

And lore-wise right back in the ARR/Heavensward transition phase, we had enemy forces supposedly guarding the streets looking for us but actually nervously going "oh yikes it's you, please don't hurt me and I'll pretend I didn't see you".

    Clarification

What I'm thinking isn't so simple as merely encountering lower leveled enemies.

I'm thinking a bunch of enemies of the SAME level but with significantly less health (like 2-3 hits) that swarm. There's actually a precedent for this in Azys Lla. I think it's possibly in the Aetherochemical Research Facility. A lot of little spider machines pop off the conveyor belt and swarm the party. I'm asking for more moments like that.

    AND

If enemies with that miniscule amount of health had a gambit to run away as players approached, maintaining a distance of say 10 yalms, but they did significant damage, then we'd have a tactical reason to intercept them.
