I mean the bias clearly exists, we don't spend time with Zodiark like we do with Hydaelyn / Venat.
Hydaelyn's message is more optimist/positivist than Zodiark, they picked one side instead of spending 20 years developing both.
You can frame it however you want - both Zodiark and Elidibus are significantly bigger aspects of the story than just about anything else, and certainly Athena. With no Elidibus, there is no going back in the past, and that's not even touching with the interactions with him as Themis in Pandaemonium. No Zodiark, there is no star remaining and no Hydaelyn plan whatsoever since it's dependent on his existence. The least they can do is provide a minion for them.

Oh I don't doubt that it's likely not, it's more that I find the reasons being offered pretty shoddy.
When the game's story becomes self-aware:
There is no Pandaemonium story without Athena. I want a Themis minion as much as the next person but there's no one more important to that story than her. I expect some of these we might see in future Rising events, Gold Saucer, or treasure maps like Hyth.
We don't have a Mitron minion even though we don't have an Eden story without Mitron. We probably wouldn't have ever even met Gaia (who got a minion) without Mitron. Personally I don't think Mitron needs a minion, and I'm also happy that we got an Athena minion, but your logic doesn't really work when considering Eden.
True. Plus, the 'Nidhogg Slayer' title or whatever that one was comes to mind as well. Spoilers don't seem to be an issue when it comes to this stuff.
