6.1 was the perfect opportunity to shake up the main cast and 7.0 was the next best opportunity they had. Yet, they ignored it both times. I think it will simply never happen for the next 10 years.
They saw the success of Shadowbringers, so everything from now on will follow the same template until it doesn't work anymore.
I've been saying for ages they should rotate/retire some of the Scions but keeps others around.

For example, have Thancred die in Shadowbringers instead of the pointless fake out they did and let Ryne pick up the Gunblade in his place. This opens up a new potential arc for her while keeping a familiar face we've spent most of Shadowbringers with. How does she go back to the first? Make up some excuse that lets her travel to the Source but necessitates someone else staying behind. Now we can let Y'shtola rest for a while. I'd also shuffle out Urianger allow more focus on new characters alongside the remaining Scions. With Endwalker concluding, you could then have Alphinaud step back, perhaps to help Sharlayan embrace a more open diplomatic approach. Makes perfect sense for his father to ask for Alphinaud's worldly experience while being a nice full circle moment to his Crystal Braves arc. Allaise could maybe stick around but I'd be tempted to give her an expansion off too.

The whole idea is not to toss the Scions away wholesale and never mention them again but to give us a chance to actually miss them. Four years without Y'shtola being a main characters let het come back and have a genuinely big moment because we wouldn't have seen her for a long time. Whereas nowadays, all I do is roll my eyes whenever they try to sell a dramatic moment of her "sacrificing" herself because she's done it four damn times.
