Why are retainers that are't selling anything allowed to remain in the market wards?

I've been trying to get my retainer in a market ward to sell off some stuff I have farmed nearly all day with them all being completely full.

Now walking through the Uldah wards I noticed there are a lot of retainers not selling anything yet the game has not booted them out so that people that wish to put a retainer up can do so. Why has this been left unchanged? With ward over crowding I would think that retainers that have sold all their items would immediately removed from the ward to make room for another retainer to sell his wares.

I know you can always put stuff in the other 2 wards but I have yet to sell the same thing that is selling in Uldah on a daily basis in any of the other 2 cities for days. People will always first and foremost check Uldah first to find what they need. SE needs to fix this because having retainers sitting in the ward selling nothing or with 9999999 items is not fair to players that actively use their retainers and can't always go to uldah market ward to switch gear.

Someone has to start. Why not be that one? ^^ I only sell stuff in Gridania out of principle.
If everyone keeps clutching at Ul'dah and everything related to it nothing will change.

If it helps any, I normally check grid / Limsa wards for cheaper deals on items, I'm sure a few others do too.

[dev1181] Retainer bazaars in market areas are now subject to a time limit.
Maximum duration: 7 days (168 hours, Earth time)
* Those leasing stands are exempt from the above time limit.
Updating bazaar information resets your duration to 7 days (168 hours, Earth time).
Retainers who have exceeded the time limit will automatically return home.

Having retainers booted from the wards as soon as they sell everything means you won't be able to retrieve your gil. You may as well not have a spot to sell wares in the first place.

thing is people put and item in there bazar for 999999999 gil that way there retainers always stay there.
they need time limits in the wards.

RMT has who knows how many mules and if they pull a 99999999gil item on there retainer it will always be there hogging up spaces.

I have Dated Linen Coatees up for 7,777,777 gil so no one will buy them and my retainers stay up. Funny thing is one was bought cause someone was rapid fire crafting near my retainer =)
