No, because DH isn't one of the "natural" substats tanks and healers are supposed to use. Midway unfinished relic steps with stat distribution also always have the limited 3rd substat. Not sure if this is your first relic go around.

Also this isn't the final step so, there is more to come that people may be able to do with it, depending on how it goes.
