I am almost convinced that you cannot have Job Identity and Job Balance together. Because Balance infringes on Identity.

It's a delicate balance but you can have both. Some competitive games (like fighting games or card games) achieved this.
CBU3's job balance team seems way understaffed though, so they're constantly trying to make their work easier by making all jobs palette swaps of each other.
