What if Leve's were generated by the players who needed help with missions and quests.
Example
A player gets a quest from an npc named Billy. Billy's friend Fred got kidnaped by bandits and Billy wants you to break into the bandit's hideout and rescue Fred.
Billy gives the player a Leve Request to post at the adventure's guild for help.
When the player goes to the adventurers guild and hands in the request this is how the quest would be posted.
Name: Save Fred from Bandits
Players required: 4
Level : 30
Camp: Camp Glory
So counting the player who posted the Leve...we need 3 more players. Once 3 other players accept the Leve they are all sent party invites automatically and meet up at Camp Glory.
Once at camp glory they start the leve at the crystal just like Leves now....except there would be a level 30 cap put on the party ( Gear stats go down to match current level if higher than 30 along with player's level)
Now that the leve is started they head to the bandit's camp not to far away and take down the bandits and save Fred all gaining experience points as if they were level 30 on each kill made on the bandits.
Everyone in the group gains a special Adventurers Guild Currency kinda like the Guild Seals which can be used to buy special gear and special mats at the Adventurers Guild.
The quest is complete....and the player who posted the Leve can progress further into that quest chain.
Only way to repeat this quest is to help someone who hasn't completed it before
This can be done with main storyline missions, artifact quests, etc etc...
Of course this would require SE to create many quests in 2.0 (which I hope they have)
This would help new players and old players alike in a common goal. New players would progress into the story, gain low level gear (quest rewards), and gain experience points, while veteran players gain currency to trade in for rare mats and higher level gear.
Ideas to improve the system a bit more
Make a Leve Board option in the player menu that lets players view posted Leves anywhere in the world so they don't have to camp at the adventurers guild to get these quests.
