The best way for an American or European (2/3rds of the player base) is to go to Fan Fest and print out a giant poster for Yoshi-P during his keynote address. You should print out a poster of all the modbeasts from the Quicksand, or perhaps the army of bots underneath Limsa. If I was one of the five people who got tickets I certainly would.
I forgot to mention they still do a Q&A here sometimes. They make a news post on the lodestone about it and direct people to the forums when the time comes. They usually have a specific topic that they want people to stick to, and almost everyone ignores it. They post one more time to remind people to stick to the topic but it gets ignored again and everyone just spams all their general ffxiv questions and concerns that can't be used because they are off-topic.
Truth be told the feedback from Japanese players is much better then western players . Most of the feedback given by Western players is nothing more then petty issues that are nothing more then ego problems.
Aside from being somewhat more organized, I believe the feedback from both, from what I've been able to tell, has been rather equal. Neither the JP and the non-JP feedback seems to be better than the other about "petty issues," it's just that the JP forums have more of a tendency to come with a sense of guilt for reporting feedback on anything if they're not poetically pissing-in-their-pants angry about it, from what I've heard and seen.
Their forums are also far more moderated, which is a particularly important detail to keep in mind.
This was pointed out earlier, but General Discussion is probably the least likely looked at place for feedback. Threads from other sections get moved here when they're not sufficiently relevant, and the rate at which the detritus turns over makes it less likely for things to be translated up. It's like the Void, except you can replace 'aether' with 'attention'.
If you have suggestions that you want to make, it's best to match your topic to the appropriate subforum. If there happens to be a thematic Q+A thread up (there was one gathering lore questions for the NA Fanfest over a month ago), then that's even better. If it's a popular idea, it usually gets the attention it needs.
