The latest Criterion dungeon released yesterday (Another Mount Rokkon) alongside it's savage version and by most accounts it's an extremely well designed piece of content. I followed the race along on Twitch and even got to prog through the first two bosses myself after two lockouts last night. I think many of us had held out hope that the dev team had heard our extremely loud complaints about the reward structure for the last V&C dungeon, but here we are again, and we've only got a few orbs of materia to show for our efforts.

Criterion dungeon clears should absolutely reward a weekly twine or a shine. Those resources are already far too scarce in the current gearing economy (at least until Alliance raids and Hunt mats become viable) and the content is difficult enough to warrant a savage equivalent reward. The mount is great and the fact that it is market board eligible is even better, but the drop chances are very low and 25 guaranteed clears for one is quite an investment. I really don't see how it could hurt to add some meaningful guaranteed reward from this content. A lot of this ties into issues the community has with the current gearing economy in general (this needs some significant changes), but I've seen a number of solid posts detailing those issues on here already.

This is engaging content for hardcore players and could potentially be a solid training ground for less experienced raiders to learn how to get better at the game, but I just don't see that happening without proper incentive. I know I'll be clearing and farming regardless, but it's really hard to get other players interested when there are quite literally no rewards for doing this.
