Is there any way to do it WITHOUT HQ mat for the second part?
I am actively looking into that, and I'm missing just a tad bit of quality...

Here, I came up with this, which can hit the required 13,000 quality with NO HQ mats for the 2nd part.

    /ac "Muscle Memory" <wait.3>
    /ac "Manipulation" <wait.2>
    /ac "Veneration" <wait.2>
    /ac "Waste Not II" <wait.2>
    /ac "Groundwork" <wait.3>
    /ac "Groundwork" <wait.3>
    /ac "Careful Synthesis" <wait.3>
    /ac "Innovation" <wait.2>
    /ac "Preparatory Touch" <wait.3>
    /ac "Preparatory Touch" <wait.3>
    /ac "Preparatory Touch" <wait.3>
    /ac "Preparatory Touch" <wait.3>
    /echo SplenTools Stage 4 709cp Done! <se.2>

    /ac "Innovation" <wait.2>
    /ac "Prudent Touch" <wait.3>
    /ac "Prudent Touch" <wait.3>
    /ac "Trained Finesse" <wait.3>
    /ac "Trained Finesse" <wait.3>
    /ac "Innovation" <wait.2>
    /ac "Trained Finesse" <wait.3>
    /ac "Trained Finesse" <wait.3>
    /ac "Great Strides" <wait.2>
    /ac "Byregot's Blessing" <wait.3>
    /ac "Basic Synthesis" <wait.3>
    /echo SplenTools Stage 4 709cp Complete! <se.6>

Unfortunately, there's no space to put in a Tricks of the Trade to prevent Poor on Byregot. But it seems to be working quite well for me so far.

As shown above, I have calculated (and checked) that as long as there's a minimum of 4043 Control (which is not a lot for most people!), then you can already hit 13000 quality with ZERO HQ mats.

The rotation does need a little bit more CP, but we have a CP pool of over 720 CP these days anyway when using both food and med.

As for craftsmanship, I do have 4107 myself. I haven't actively tested the minimum craftsmanship requirement yet for this rotation. But as shown by the figures above, I could have a lot less, and it would still have been fine. Furthermore, even if it's not fine to finish with a Basic Syn, with the remaining CP, one could probably finish with a Careful Syn anyway.

I think that it might be possible to do with slightly higher control and moving a couple of the actions around but I would need to play on Teamcraft to confirm.

Teamcraft calculates minimum stats to reach max rating (after food/draught) using your rotation as:
    Craftsmanship: 4005
    Control: 4067
    CP: 709

If using HQ Jhinga Biryani and HQ Cunning Draught, base stats to reach 13000 would need to be at least:
    Craftmanship: 4005
Control: 3944 (I played with this number to get it exact)
    CP: 602

edit: amount of extra control needed isn't realistic to obtain using the Chora-Zoi tool and still meet the other minimum requirements.

The rotation could be changed to insert the Tricks using the same stats if the crafter wanted to assume they will always get at least 1 Good condition on a Touch step but it's probably safer to stick with what you listed.

I gave up trying to find a better rotation! LOL! I tried very hard to utilize BasicT->StandT->AdvT in a different rotation. The end-result was that I needed a few more CP, but actually got a tad big less quality.
I am gonna stick to my rotation above for the 4th Stage since I have that amount of stats for my Specialists...
For my non-spec, I am gonna use 1 HQ mat, and I'll just remove a Trained Finesse, and add back in the Excellent/Poor-check Tricks of the Trade, to make the rotation quicker.

This is actually exactly the same rotation as we have used for Stage 2 of the relic tools back in Patch 6.35 in March 2023. I also just used this as well for Stage 3 (Part 1 of what we have here in Patch 6.45).

I am copying my macro below:
    /ac "Muscle Memory" <wait.3>
    /ac "Manipulation" <wait.2>
    /ac "Veneration" <wait.2>
    /ac "Waste Not II" <wait.2>
    /ac "Groundwork" <wait.3>
    /ac "Final Appraisal" <wait.2>
    /ac "Groundwork" <wait.3>
    /ac "Innovation" <wait.2>
    /ac "Preparatory Touch" <wait.3>
    /ac "Preparatory Touch" <wait.3>
    /ac "Preparatory Touch" <wait.3>
    /ac "Preparatory Touch" <wait.3>
    /echo SplenTools Stage 2&3 (664cp) Done! <se.2>

    /actionerror off
    /ac "Innovation" <wait.2>
    /ac "Prudent Touch" <wait.3>
    /ac "Prudent Touch" <wait.3>
    /ac "Prudent Touch" <wait.3>
    /ac "Trained Finesse" <wait.3>
    /ac "Innovation" <wait.2>
    /ac "Trained Finesse" <wait.3>
/ac "Tricks of the Trade" <wait.3>
    /ac "Great Strides" <wait.2>
    /ac "Byregot's Blessing" <wait.3>
    /ac "Basic Synthesis" <wait.3>
    /echo SplenTools Stage 2&3 (664cp) Complete! <se.6>
    /actionerror on

I have added the actionerror on/off to suppress the error messages, because it gets annoying. The Poor conditioning prevention Tricks of Trade is also in-place. So the macro really work wonders. It is optimized.

For Stage 3 (Part 1 of 6.45), I found that the minimum Control needed for this to work WITHOUT HQ mats is 3969. This Control amount is very achievable even WITHOUT using Jhinga Biryani, and WITHOUT the Specialist Soul Gem. Personally, I just use Tsai tou Vounou that I had left, and it still works fine. The macro uses a measly 664 CP even with Final Appraisal in place (you can take this out if you want to speed up).

This minimum Control of 3969 will achieve 12,008 quality, which translates into 1200 collectability.

I haven't checked Craftsmanship, but it seems that even with very little it still works fine (otherwise just change the Basic Syn to Careful Syn in the end).

I didn't mean to steal your thunder since you normally post this stuff. I figured some people may have been looking on Day 1 for something to use. I didn't manage to get to a "No HQ" rotation for phase 4. Sometimes you just find something that works well enough and you go with it. The game never ceases to amaze me. There is some magic in all the permutations out there that we can use and overcome what initially looked like an impossibility.

    Well done

No no no! I didn't mean that at all! I was merely pointing out that these are old rotations, which some of us already had macros set up already from Patch 6.35. So we could merely reuse. And I just wanna supplement with more details such as minimum control, which even myself have to pay attention to when I execute the rotation without HQ mats on my non-spec classes.

I don't claim ownership on any of these rotations. In the past, once in awhile there would be 1 or 2 rotations that I created with novelty, which I was really proud of. But as of lately, I haven't been able to come up with anything impressive (my recent attempt of utilizing BasicT->StandT->AdvT under an extra WN for a rotation for Stage 4 would have been a nice one if it had worked... unfortunately it didn't). Meanwhile, I think my macros of having those actionerror on/off was a nice touch-up, so just trying to share.

Not for non-spec unfortunately. I came up with the same one you did in the next comment and on non-spec it was getting to 12.8 or 12.9 (I forget exactly which just that it was infuriatingly close but still not there) and just couldn't get that last bit without one HQ mat.

Specs can do the one extra Trained Finesse though so it works great with NQ. So someone could swap their specs around as much as they're allowed to save on making some HQ mats. I got lucky that I already had enough Phrygian ingots around that I didn't have to make any HQ for my goldsmith and at least it's just one HQ instead of multiples.
