I will say if multiple players have been bothered by your style of gift-giving, you probably would heard from a GM by now. Even if you're technically not doing something wrong, they'll contact a player if they get enough reports and suggest trying a different approach.
Yeah - I mean, the only time I do this is when I'm at one of the starting point areas. I generally just initiate a trade and drop them a quick PM with a simple "welcome to the game" and explain that the food item is a little EXP boost to use in battle or that the minion is one I already have. If they respond, great - if not, that's fine too. I don't generally hang around afterward.

So I've generally assumed that, so long as I'm not pushy about it, it's acceptable.
