I’d say wait until you have access to retainers. It’s nice to have an outlet for excess goods.
As for which to level first, it may sound daunting but I’d say all at once, more or less evenly. The different crafters support each other with intermediate materials and it’s a big expense to try to drive only a single crafter or gatherer to max level, buying mats and some gear along the way.
There are items that sell well in all level ranges, even level 1-5 recipes. Take your time and do things yourself, sell things here and there as you go, and you will not spend any net gil to max everything.
Honestly, whenever you feel like doing it is probably the right time. At certain points in the game you'll be able to access stuff that enhances your ability to level, though:
There's a level 20 main story quest that lets you join a Grand Company, and once you do you can do daily turn-ins that can rapidly level you.
If you get a combat job to level 41 you can unlock the Ixal Tribe quests, which gives you daily crafting quests.
And once you progress through to a certain point in the Heavensward level 60 story, you can unlock both the Ishgardian Restoration and Custom Deliveries, which are two additional ways to level crafters.
As for which to level first, I agree that leveling them all at the same time is a pretty good way to do it. They all wear the same clothes and only have different "weapons", so if you keep them at the same level they can all share gear. But if you want to do just one, pick any one you like; they all play exactly the same, they just make different items.
