I’ve got several classes at lvl 90, completed all MSQ for Endwalker (including Patch 6.4), and completed the previous quest “Don’t Do the Dewprism”… but the Excitable Youth NPC isn’t showing up in Radz-at-Han at x11.8 y11.2.

What else can I do to troubleshoot?? It’s not showing up at all, not even the red quest bubble if I were missing something…
