But then they need to be enforced. Enforcing their own rules has sadly always been a weakpoint on SE's side though. Except for insult reports ofc. Those get processed pretty quick.

Well I have no idea how people are going around those restrictions if that's even a thing, but that sounds serious hacking/cheating. Like you're not just teleporting, you're messing with what, the queue and matchmaker? Is that even possible?

Either way I'm really not a fan of opening a "cheat" to everybody and make it legal to even the odds, i'd rather fix the problem...

yes it is very possible, i have seen people do it. :l problem is that its really hard to prove.
