The Indagator's set is the last DoH/DoL set for this expansion - and the highest iLvl we will see. This follows a formula SE has used since ARR. The only upgrade on the horizon is the Splendorous Tools. Those will likely replace the MH and be something like 20 iLvl higher.

I think we have un upgrade of relic tools coming in 6.45, and that should be it until 7.0
It is a questionable upgrade right now. The main difference is the extra bonus on a "good state" and the stats are currently lower than a well-pentamelded Indagator's tool. However, if ShB was any measure, ultimately the stats on the final product will surpass the Indagator's tool, but you don't select your stats. The relic isn't customizable. In theory, a player could stack 90 Craft or 60 Control (with one slot for CP) and have a tool customized to their needs.
This step still isn't quite better than pentamelded but I think the next step is going to be.
Depending what you're crafting though.
If crafting just regular Master Recipes for raid gear, pentamelded i620 Indagators will hit a higher Control level (reaching 698 Control, assuming one last slot melding 7 CP, which is even more important than Control), which is probably more beneficial, as it will continuously do more quality consistently per touch.
However, if crafting Expert Recipes, even the i620 Crystalline tools will outcompete the Indagators due to the extra 0.25 folds bonus quality on Goods (in Expert Recipes, we strongly leverage those Goods via Great Strides + Innovation). So the i630 will just perform even better.
I have attached a comparison below for ppl who are interested. I did put in a Craftsmanship meld in my Indagator's though:
With the new Expert Recipe condition of "Good Omen", I think it's pretty clear that SE wants these tools to totally outperform the Indagator's, especially in its final stage.

Yeah they're good for Expert with that effect but hopefully they boost the stats more because I can't see that effect making up for a stat loss for normal recipes unless they boost the stats better than what we can pentameld.Depending what you're crafting though.

I imagine they'll compared to unmelded HQ indagator roughly the same as Skybuilders' compared to unmelded HQ Aesthete.
Skybuilders' Craftsmanship 854, Control 468, CP 7
HQ Aesthete Craftsmanship 806, Control 441, CP 0
You could exceed either Craftsmanship or Control value on the Skybuilders' by pentamelding the Aesthete but you couldn't exceed both values.
If someone wanted to remeld part of their Aesthete set, they could end up with more total Control using the Skybuilders' tool by removing Craftsmanship materia to offset the Craftsmanship gained on the relic. Last expansion, I was working on Castle in the Sky so it was worth the expense to me to do it.
As of right now, it's not looking worthwhile for this expansion. There's no reason to be doing Expert crafting on more than 3 out of 8 classes. The Expert recipes we currently have can be done just by swapping out the tool when working on Expert then switching back to Indagator for other crafting.
The 6.5 Expert recipes (if there will be any) would need to be something extra special to make it worth remelding a gear set. You can always update your macros and probably reduce their length by a couple of steps but shaving 6 seconds off a 2 part macro isn't much incentive. If you'd be able to shorten a frequently used 2-part macro to 1-part, then it would be worth considering.
