Relic is waaaaaaaay better than Garuda. Simple fact, you only do Garuda because of the weapons, nothing else, the same as Ifrit Extreme. Yoshida also stated there will be Extreme version for all Primal Fights in 2.0.

There are also so many Acc buff that by just saying "I have 341 with nothing but light party bonus" can mean a lot of things. I also have 371 Acc with no food, no Acc accessories or Materia, no party bonus (Party bonus does not show in attribute) and no Song buff.
If I switch my Crit chance Explorer Belt for Veteran's, that's a +5.

That's already 461. That doesn't include Minuet. Just because I'm running around with one set of gears doesn't mean I don't have other stuff to swap when content require me to.
