Okay, I'm going to do my best to explain this as a stupid westerner who has delved a bit into Japanese culture.

Openly allowing mods is them admitting they left important features out of their game that people need. They will not do this because its losing face. They don't care if you use mods, they care if you make it publicly known that you use mods, because it makes them look like they failed at something.

Not saying you are right or wrong, but you are saying that they are lying when they say high end content is clearable without 3rd party tools. They may be, but just want to be clear about what you are saying.
