Some components of it have to run with Administrator privileges. Otherwise it is not possible to inject code into the client or intercept network packages because Windows will prevent it.

Unless it's to modify what's in memory then no it does not. If someone is using ACT to modify memory they are crazy.

ACT only needs to run as admin if FF14 is running as admin, which you should never do. This is how things work with programs.
