Game can handle two on a job at least and can also utilise transformative DoTs, like upgrading a DoT into a super DoT for instance. Part of the gameplay could also accelerate how fast it ticks and speed up the duration of the debuff as well. There is also the incredibly easy solution of "don't make both your DoTs equal duration", "don't make them have half a min or longer duration" and "don't add a refresh that enhances both to the max timer without any cost to it". Yes I am massively dissing Bard here, no I am not sorry.
Improbable, not impossible. Unlikely, not never.
