The main issue is that diamond and crystal players do not want to lose their prestige. But also lower rank players don't want to climb for nothing. If they allowed everyone to augment reward weapons and give some special, meaningful reward for diamond and crystal ranks, things would be more balanced.

They could also just give them something else as prestige... or incentivise high rank play in other ways

You are correct, but that reward along with the same repeating Framer Kits are as boring as they can get, which is not worth the effort you have to put into that.
