The main reason is that the forums are designed specifically for us to gather feedback and also to provide a place for the community to come together and discuss FINAL FANTASY XIV. An off-topic forum would not further either of those goals and as such we have no plans to introduce one.
What about an SE general forum to allow the community to discuss SE released titles, I'm pretty sure the feedback obtained from that could be used further the agenda of gathering feedback that can be useful to the company lol.
