RDM Verflare tooltip doesn't say what activates it.

Just got Verflare at level 68, and had to go outside the game to find out that I have to go through the full melee sequence to activate it.
It's also not mentioned in the Enchanted Redoublement tooltip.

Is this mentioned anywhere in game that I'm missing?

    Well it's complicated.

It is mentioned in the level 68 "Mana Stack" trait.

Otherwise you have to backwards engineer that Verflare has a Mana Stack cost of 3 mentioned in the tool tip and then you have to search the tooltips for "Mana Stack" and eventually find out that Enchanted Riposte, Enchanted Zwerchhau and Enchanted Redoublement all grant a Mana Stack now when you reached level 68.

Not intuitive at all. But somehow the information is there. Kind of.

It’s a good thing not to answer your enemies. I scarcely ever do. Perhaps Emily is more like me than I am like myself. Perhaps she would rather not answer her friends, even. She keeps it all in her heart.

Listed under "Traits". LEVEL 68 MANA STACK

Adds a Mana Stack to your Balance Gauge upon landing Enchanted Riposte, Enchanted Zwerchhau, Enchanted Redoublement, or Enchanted Moulinet, up to a maximum of 3.
Upon gaining 3 Mana Stacks, Verthunder and Verthunder II are upgraded to Verflare.
Upon learning Verholy, gaining 3 Mana Stacks also upgrades Veraero and Veraero II to Verholy.

Once you have Verholy and Verflare up, can you execute both of them, or does using one clear the other?
And, it would be nice if buffs like this didn't get cleared when going through a zone transition.

You have a choice to use one or the other. Eventually both choices will lead to allow you to use scorch at lv 80. And then resolution at 90.

The reason Enchanted Redoublement and Verflare don't tell how to use it is because the Mana Stack mechanic doesn't require that you use Enchanted Redoublement at all. You can do the combo correctly (E.Riposte, E.Zwerchhau, E.Redoublement) or you can do it in any incorrect combination that you can afford with your black and white mana, such as

    E.Riposte, E.Riposte, E.Riposte
    E.Redoublement, E.Zwerchhau, E.Moulinet
    E.Riposte, E.Moulinet, E.Zwerchhau

Of course non-combos like that do far less damage than a proper combo, but they are still something you can do. You just have to do any three Enchanted weaponskills other than E.Reprise. This is allowed because it's sometimes actually useful to switch to single target after one or two E.Moulinet, such as when a boss pops a group of adds but the boss is still targetable. In that case you might do the most damage with E.Moulinet, E.Moulinet, E.Riposte because the first two attacks killed the adds.

You choose which one to use, according to your mana gauge. Using the one with the lower gauge is guaranteed to trigger Verstone/fire (whichever corresponds) while the higher one only has a chance of triggering it.

It does kind of get explained in the Job Gauge explanation that should've been offered when you unlocked it

It’s funny this is kind of an extreme both ends of rdm cause yeah you can yolo whatever fucking melee abilities you want as long as you get 3 charges to finish the combo but at the same time there’s a high level theory where you can 3x zwer and get a melee combo out faster and only needing 45/45 mana, but the caveat is it’s way less potency so you only really do it based on kill times and if you can’t finish a standard combo before the boss dies.
