PvP RPR action Guillotine can miss primary target

Frequency: Whenever Guillotine target is near max-range

Class/Level: RPR (PvP)

Steps:
1. Use RPR's Guillotine weaponskill on a target at approx. 8y and moving away
2. The move will likely miss and report as such in the battle log
i.e.
"You use Guillotine"
"The attack misses."
3. This can be tested in a duel at Wolves Den Pier (link)

This should not happen with a targeted AOE attack on the primary target. The bug has been replicated by multiple players.

I've seen this happen in PvE with Grim Swathe. Dunno if it's the same thing though (never checked battle log).
