Achievements showing on login despite option disabled

Frequency: Ever since I reset my Character Configuration settings to resolve a camera issue.
World name: Midgardsormr
Character name: Luna Puella
Retainer name: N/A
NPC name: N/A
Monster name: N/A
Class/Level: Level 90 Scholar
Party or solo: Solo
In-game time: 6:00AM
Area and coordinates: Empyreum, outside Apartments, but happens anywhere ()
Housing: ^
Steps:
1. Disable achievements popping up
2. Log in again
3. Achievements still show up
Even if you enable and then re-disable, the problem still remains.

It's working as intended, unfortunately. You're misinterpreting that option. If you leave that option disabled, it will display a full window of Achievements Nearing Completion.

Enable that option, and it will only display a temporary notification on login.

You do not have the option to disable their displaying entirely. You can only choose to display them as a login notification, or as a window on login.

Oh, is that so? I apologise, it's been a long time and I had forgotten how it functions when resetting the options.

It's definitely more confusing than it needs to be, especially for a feature that many users would just as soon disable entirely.

Leave it as a login notification and you'll learn to ignore it in time.
