Seems like a connection issue that fixes itself before the 15 minutes pass. That is at least my guess.
Try to reset your router, restart your console or sign out and in again. Or just write to the support.
Found this for ya.
Restore Licenses for the games you own.
Head to Settings > Users and Accounts > Other > Restore Licenses.
This can take many minutes, depending on how many games you have in your library.
