The larger half of Enmity even back then, though, was the Enmity modifiers. Hitting for a 2.2x5x3.5x (38.5x in total) modifier on a DA-Power Slash, for instance, meant that 300 (->440) potency went a loooong way, Enmity-wise.

So even then there wasn't so much a necessity that tanks should deal high-ish damage, so much as just that they needed sufficient Enmity modifiers as to reach sufficient Enmity in total. (See Flash over Shield Oath Total Eclipse.)

Worry not, concerned player, we already reduced the frequency with which you can use Goring Blade to just once per minute. And it no longer asks you to juggle it opposite Blade of Valor!
