Paladin's instant cast of Holy Spirit being refunded after landing from Wicked Step

Date & Time: Ever since patch 6.4 with the addition of Anabaseios: The Tenth Circle (Savage)
Frequency: Happens every time
Monster name: Pandæmonium
Class/Level: Paladin/90
Area and coordinates: Anabaseios: The Tenth Circle (Savage)
Steps:
1. Play as Paladin and enter Anabaseios: The Tenth Circle (Savage).
2. The enemy boss Pandæmonium casts Wicked Step.
3. Gain the effect of Divine Might or Requiescat.
4. Use Holy Spirit right before Wicked Step hits you and knocks you into the air. The timing should be so that the GCD for Holy Spirit starts and is refunded.
5. Immediately after landing, use Holy Spirit again. Instead of Holy Spirit properly being used, it will start the GCD again and be refunded again. Divine Might or 1 stack of Requiescat will also be consumed despite the Holy Spirit being refunded and not properly being used.

^ In this clip you'll notice they lose 2 stacks of Requiescat rapidly after using Holy Spirit after landing. 1 was lost to being consumed to a refunded GCD that didn't go off properly, and another consumed to actually being used properly.
