As for the level restrictions... this is FFXIV, not other MMOs. That's just pure whataboutism. This is a game at the end of the day, and I don't think it's unfair to ask people to play the content in order to receive the rewards, cosmetic or otherwise.

Again, I'm saying this with the idea that glam restrictions are loosened a bit(before someone who doesn't know how to read gets other ideas)., but if you want to glam the healer top then go play a healer. If you want to glam the pally pants go play a tank. If you want to glam anything pertaining to any dps go play that role.

Assuming they removed glam restrictions by role, I don't think it'd be asking much to ask people to have to be able to actually equip the items they want to glam, even if the glam is for other jobs. It gives people something to aim for and makes them play the game. If we're not willing to add a condition like that, then we genuinely just need to accept that this game is going to be a SL/Imvu sim instead.
I argue this because a lot of gear pieces could still function for a lot other class fantasy appropriate glams. Heck even many of the current designs have that class identity extremely blurred. Its only serving to be more frustrating than anything for the players on constantly getting that situation of "why can these boots also be used for casters" or the most common issue I run into is "how come this armored harness is only used by Monks and Samurais and not actual tanks!?".

Nobody is going to quit because you decided to match that Creed Gauntlets (HW Paladin Artifact) with your Dragoon armor. If they did, those people already left a long time ago as soon as this game got sillier with their all roles glams and pvp heavy armor sets that any class can wear. The rules have already been broken, so why pretend that it should still exist?

Also this isnt much of an excuse but even the character designs for NPCs dont adhere to the "role" restriction that us players suffer from for their outfits. It just makes a lot more sense to remove the restriction in a game that favors a lot on their cosmetics.
