Steps:
1. Accept the quest Retaking Territory in Kholusia (Stilltide aetheryte).
2. Kill 2 Whiptails. (or dozens - doesn't help)
3. Observe that Jaculus doesn't spawn.
4. Accept the quest A Rosy Problem in Il Mheg (Lydha Lran aetheryte).
5. Kill 2 Rosebears. (or dozens - doesn't help)
6 Observe that the giant rosebear doesn't spawn.

Since these quests are both kill 2 X to spawn Y and are both broken, it could be an issue with shared logic, and if so, may affect other quests as well - figured I should report them in the same ticket for that reason.

Do you have any of the fashion wings on? There an accepted bug report of similar nature and those were the cause. Make sure to have them off if you do.

Confirmed - just tried again with wings on to repro the bug, was able to, turned off wings, next kill spawned the mark. Thank you!
