Steps:
1. Accept the quest Retaking Territory in Kholusia (Stilltide aetheryte).
2. Kill 2 Whiptails. (or dozens - doesn't help)
3. Observe that Jaculus doesn't spawn.
4. Accept the quest A Rosy Problem in Il Mheg (Lydha Lran aetheryte).
5. Kill 2 Rosebears. (or dozens - doesn't help)
6 Observe that the giant rosebear doesn't spawn.

Since these quests are both kill 2 X to spawn Y and are both broken, it could be an issue with shared logic, and if so, may affect other quests as well - figured I should report them in the same ticket for that reason.
