I do not think making it instanced content like Dungeons is a good idea. This is another way of saying one will only play with people they know, and avoid dealing with 'strangers'. I think it is nice that there is SOME content that can be done with complete strangers and still have a high chance of success.

I'm also not sure making it 'mandatory party first' is a good idea, as people will then have to build a party (and most likely 8/8) first and then go to the caravan point. This makes it more challenging for someone who just wants to do a couple of runs in their free time. This content is meant to be open world drop-in-drop-out easy-peasy content. Nothing as serious as Primals or Dungeons.

Although both suggestions would solve the 'problem', it does it in a rather harsh way as to also rid the benefit of this type of free/open content.

I think if we focus on the real worrysome points a better solution can be found. The big main issues as far as I understand are:

1) People join the escort, run to the end, do not help, and get the free seals.
2) Not enough room in the escort for everyone who wants to participate.

I think #1 can be solved pretty easily: Keep track of all members who get hate during caravan. Anyone who attacks will generate enmity. Anyone who heals someone who gets hate will generate enmity. And anyone in a party with people who generate enmity can also be counted as participating (in case it is a WHM who any heals/buffs between fights for whatever reason). This way their 'participation' can be tracked and result in seals.

I think #2 can be solved by increasing the number of participants allowed in a caravan run. Right now it is possible to spawn additional critters based on actions (where the caravan stops). So it should be possible to track how many participants there are and spawn more creatures (or more frequently). If 16 people join, then double (or tripple?) the number of critters.


Therefore, my suggestion can be summed up as:
Use 'enmity' and 'party' participation as a means of tracking participants in the caravan for rewarding seals. And allow the number of people in caravan to increase while also scalling the number of critters that pop.
