I have reported the issue to GM's which i learned that they do not handle such issues.

Makes you laugh really doesn't it, GM's in the game are as much use a wet blanket.

They need to have it so that if someone is inactive the whole fight they are disqualified at the end, or make it based on contribution (this can go horribly wrong though if not done properly).

Personally I would suggest making each caravan and behest create a new instance for every 8 people who sign up, you could even have an auto group feature prior to the event starting, this really doesn't give us much faith in 2.0 if they can't even get this right in 1.x
