They could be zerged all along as open world content that anyone could join.

If you want that to end, then the community needs to re-adopt what SE intended for the Hunt - kill on sight - instead of "let's wait 10 minutes to pack a zone with as many people as possible so no one needs to learn mechanics".

Or SE needs to change the reward structure to make them less lucrative. The rewards had been based on players being limited to their homeworlds and the number of hunts that could be spawned per day. Now that players are free to attend all hunts within their home data center (and even cross data center to some degree), that's 6-8 times the rewards to earn.

Attendance patterns over the course of a patch cycle would indicate that tomestones are the driving force behind the attendance. Would players still bother if all they were getting for their 15-20 minutes was a total of 12 Comedy, 24 Causality, 36 Poetics and 48 hunt currency? You could go do a level 90 dungeon in less time for more Comedy and Causality.

Things aren't going to change unless SE either reduces the rewards or completely redesigns how The Hunt work.
