1) Be in a party. Credit is based on enmity generated and party enmity is shared between members who generate enmity on the hunt mark through damage dealt or through heals to players who have dealt damage to it. If you are solo on a congested train and only healing other players in a party, you likely won't generate enough enmity by yourself to get rewarded. Even a solo tank with stance on and spamming their ranged enmity generator may struggle to get a "bronze" rating on a congested train. Speaking of tank stance...

2) If you are a tank, use your tank stance. There's zero reason for not using it on a hunt train. It increases the enmity your party generates, helping to get the best possible credit.
3) If you're playing on a PS4 or with a slow internet connection, you may want to consider skipping hunts the first two weeks of a patch if they are crowded. They're more likely to be a source of frustration then benefit. No matter what conductors try to organize a train so that everyone attending gets credit, they cannot control what individual players do and how the rest of the train reacts to those players. Conductors who prefer to run bullet trains frequently don't care if they're getting credit themselves - their goal is to get the train completed as quickly as possible, not to help everyone get credit.
4) If you have that good connection or console/PC that allow you to mostly keep up with the train, you can help those with slower connections or older consoles/PC. When someone ignores the conductor's waypoints, goes out scouting and pulls before everyone has made it to the hunt mark, hit the mark once so you're on the enmity table then stop attacking. Tanks are generally safe if they stick to using their ranged enmity generator since it does relatively little damage compared to the standard rotation but generates a large amount of enmity. If only a dozen players are ignoring the conductor instead of half the train, the mark will die slower and more players will have a chance to get their in time.
In the end, it's up to those attending to make the train a good experience for everyone who shows up. Don't contribute to the problem of players who are incapable of being considerate to others also attending.
