Ward Delivery System Idea

So a 5% fee to buy items from other citys wards....sounds like a decent idea.
Personaly, i feel they could link all the wards from all citys and it may not take as much programming effort. But good idea nontheless.

Linking them would work, but this attempts to keep it more in line with the more realistic feel the game goes for by using the Market Ward to begin with.
