Name a current year MMO that takes "hours" for a server restart. WoW server restart takes like 10-15 minutes. Warframe (if you wanna count it) takes a couple minute and you can even stay online if you are in a mission. GW2 doesnt even restart their servers for updates.Hotfix has always been used to describe an urgent fix in online games even though it involves fully resetting the servers a lot of the time. The point of the term is that it's an emergency fix that they don't want to leave until the next major patch, not that it only lasts 15 minutes.
Even by the definition you provided, a "quick" restart of the realms could take a few hours because it's an MMORPG, not pacman.
