    What is odd:
    Why use this coin as a mechanism for giving you back 25,000 seals for completing the quest, as opposed to simply giving you 25,000 seals extra as the reward.

    Possible explanation:
    You have 45,000 seals, and apply for promotion, thus giving 25,000 seals leaving you with: 20,000
    You then complete the quest, giving you 5,000 seal reward + 25,000 seal reward (in lieu of coin) = 30,000 seal reward.
    This, plus the original 20,000 you had left would immediately put you at the 50,000 seal cap.

    If, however, in between applying for promotion and completing quest (it may take some a while), you earn seals then you will run into the problem:
    20,000 seals left after applying.
    5,000 seals earned from doing caravans with friends, maybe a side quest or two.
    25,000 seals before finishing quest + 5,000 seal reward + 25,000 seal reward = 55,000 seals, putting you over the 50k cap.

    Having the 25,000 seal reward as a 'coin' that is redeemable would ensure you could get those 25,000 seals when you have 'room' to store 25,000 seals (i.e., when you are at 25,000 or less, as opposed to 30,000 and thus loose out on 5000 seals).

    Therefore I think the logic is this:
    25,000 seals is not the 'cost' for promotion, but simply a requirement to have for promotion. It is 'met' by being withdrawn from you.
    Upon completion, the 25,000 seals are 'returned' to you.
    In order to ensure that you do not exceed the 50k cap, it is returned to you in 'coin' form.

    A side perk: Those who like to collect things can collect this one-in-a-kind once-in-a-lifetime item, and treasure it for years to come as a pretty shiny thing.
    Another side perk: If you re-reach cap at 50k seals, and have coin, you in essence have 75k seals on hand. So if next month the grand company sells a bunch of items you HAVE to have right away that cost a total of 75k, you are set!


    I'm pretty much sure this is all its good for, and it's original intent.
