I second that, not that it is something I see often, but very rare, but it would be nice that it would be dealth with.
Probably easier to implement an afk timer. If they get kicked, no pvp for 30 minutes, if it happens a second time, no pvp for 2 hours, increasing in time for each afk. If they AFK too much in one week, it’s an auto report. This would give the devs an automated system which would auto generate an internal GM ticket for review.
People could be AFK because their child needed them, their cat distracted them or rarely, a client crash, a disconnect or a medical emergency. It's not really fair to just get into trouble for it that easily. But maybe if there are multiple reports of it, such as they've done it 100 times then obviously it's intentional.

There already is a 2min AFK timeout in PvP duties. If an afk player is not getting booted in that timeframe, they are circumventing it, which turns their afk into a reportable offence under lethargic behavior.

Counterargument: "Muh cat" is a sheepish excuse that everyone uses, crashes/disconnects would display a symbol or remove them from the game, and the other two things don't happen nearly often enough to warrant constant AFK occurrences.
Which is why the person I quoted suggested punishment only if it happens frequently. Glad you agree.
