Steps:
1. Player character must have their clan's facial tattoos selected as a part of their character's appearance. Skin tone and tattoo color can affect the visibility of the glitch, but it is exceptionally apparent when viewing tattoos that take up a large amount of skin.
2. Preview an item ("Try On") or open Glamour Plates to access the fitting room window. A negative of the player character can be seen behind/through the facial tattoo.

Well you did give two new info. Not console only and it only the tattoo. I thought it was the interaction with the face paint and tattoo going by how it effecting but I was wrong and its the color of the tattoo.

i do think you're onto something regarding the overlap of tattoos and face paint! both of the characters ive experienced this on have the overlap, while i couldnt notice any visual glitching when examining characters with only tattoos, though that could also be due to different races' tattoo options having thinner lines so its harder to see through.

i also just changed the tattoo color on the character i took the video of from white to red, the negative behind the tattoo is definitely still there, just way less noticeable

Look like this is more than tattoo/face paint. I just notice this affect the ears on viera. Notice a change in the ears when checking on something and then I zoomed in and was surprised it spread to the ears.

oh wow i think its just a transparency bug in general???? wearing the new caster chest piece from the Anabaseios chest tokens, and the glow effect is having a strange interaction with the shorter hairstyle i gave my character and the background (plus the interaction from the ambient lighting, maybe?) i've uploaded a video of this phenomenon as well under the assumption that it's the same bug here: https://youtu.be/09RzYSYFqpM
